Strategic Sourcing Buyer

The Supply Chain Management Manager is responsible for creating orders, establishing, developing, and positioning suppliers to support a high service level. This position will play a critical role in achieving cost containment, inventory and supplier performance goals by negotiations, contract management, order creations for Gwalior plant. Should be able to manage the inventory on the latest concepts of should costing, transparent costing terms.

Role & responsibilities :

Procurement Processes:

• Order creation- SAP
• Vendor evaluation- Fabrication/ Assly
• Pricing, Negotiation- Opex and Capex
• APN/ NFA creation
• Procurement Modelling for MGS
• E-auction awareness
• Group TC policies compliance
• SAP and Ariba awareness

Leads in developing RFQ evaluation (quality/price) models to assess the bids submitted in a competitive exercise offers the best

• Collaborate with Head SCM and project teams to create annual budgets and develop complex contractual pricing arrangements.

Procurement Operations:

• Monitor procurement operations including tendering processes, contractor appraisal, evaluation and negotiation of offers, contract management, legal considerations, and payment conditions.
• Conduct risk assessments and manage procurement-related risks.

Project Management:

• Participate in discussions with Project Management and Engineering services to develop initial tender-stage project schedules.
• Formulate construction and commissioning milestones and direct subordinates to prepare procurement plans aligned with project milestones.

Relationship Management:

• Develop and maintain strategic relationships with international suppliers, OEMs, contract counterparties, and research institutes.
• Collaborate with local, national, and international defense and aerospace companies to develop and maintain a network.

People Development:

• Lead and maintain a high-performance culture through effective performance management, communication, and mentoring.
• Provide clear leadership and foster a team culture consistent with organizational values.
• Develop recruitment plans for skilled executives, establish appropriate remuneration levels, and oversee training and development of employees.

Supply Chain Analysis:

• Analyze supply chain operations, performance KPIs, cost metrics, and related areas.
• Report on supply chain performance on a monthly basis.
• Implement modern inventory management, quality management, and management information practices.
• Develop, monitor, and control the annual budget for employees, equipment, and materials.
• Strategize, plan, monitor, and control EXIM and domestic logistics operations to ensure timely availability of raw materials and dispatch of finished goods.

EDUCATIONAL QUALIFICATIONS:

Must:

Diploma/ Bachelors degree in Engineering (Electrical, Mechanical, Aerospace, Industrial) or Business (Supply chain, Logistics, Procurement)

• General procurement skills and experience with contractual terms and conditions as well as in negotiations of international contracts.

Desirable:

SAP, Ariba, PO creation, SAP MM, Vendor development, Assessment, APN

RELEVANT EXPERIENCE / SKILLS:

Must:

Around 14 to 16 years of relevant work experience preferably in defense/ aerospace / aviation supply chain environment mandatory out of which at least 5 years of working in Procurement/ Supply Chain Management function

Demonstrated experience dealing with suppliers, especially defense commodities (propellent, explosives etc).

Excellent written and verbal English communications skills

Work experience in a multicultural and changing environment

Desirable:

Hands on experience with SAP Ariba platform

Defense industry exposure.

Good experience with Logistics, freight forwarding will be an added advantage
