- Overall responsibility for the operation and maintenance of the highway project.

- Plan and execute routine maintenance, periodic maintenance, and emergency maintenance of the highway project.

- Repair and maintain flexible pavement, including surface defects, cracks in the pavement, slippages, rutting, striping, loss of aggregate on the surface, revelling, potholes, and edge-breaking of the pavement.

- Repair and maintain highway bridges, crash barriers, inspect and clean bridge bearings and expansion joints, replace damaged or unsatisfactory structural members, reinstate displaced stone pitching on side slopes beside head and wind walls, make up settlements of approaches, repair wearing cost, clean vents, etc., of bridges, ROBs, and VUPs.
