How much CTC should i get ?

Agar aapko Java backend ka accha experience hai, toh 25-27 LPA ki salary expect karni chahiye. Companies ko market condition ke hisaab se bhi offer dene honge, lekin apne skills ke hisaab se negotiation karo.

you should be looking at at least 25 lpa if not more. it might be hard to go beyond 27 lpa in current market conditions, but aim for the best offer and don’t sell yourself short

Bhai, a current 22 LPA CTC aiming for 27-30 LPA in the current market is reasonable, but pushing beyond 30 LPA might be tough.

My current CTC is 28 LPA, I'm a Java backend too, I am from Hyderabad, and I strongly agree with your point, HRs are not paying more quoting, high salary budget reasons, although I am an immediate joiner, but if You have DSA in your skillset, you can easily pull beyond 30 LPA offer.
