They require because progressive infotech internal policies, teams and HR teams all are froud people, they never clear all points before joining. After joining they putt policies and rule over candidates according to them. They require security cheque because -  1) If they submitted a security cheque from candidates then they will putt all policy and rules according to them. In this case, a candidate will have no any option left to raise a complain against them except left the organization, they hire only one engineer in each departments and put all work loads over candidate. Candidate reporting manager is fully non technical guy, who makes that type of guys in technical departments as a reporting manager.  Progressive infotech only know.
