Estimating the development of a new framework involves considering various factors and breaking down the tasks.

Follow below process :-

Break down the task into smaller components. E.g. list the features needed from your framework.
- Do you need to support mobile devices, multiple browsers
- What type of validations to be performed, e.g. UI, API, server side
- Does you application spans over multiple applications, i.e. E2E feature support
- Will you support custom report or ready to implement reporting feature
- What type of data source you need to work on excel, json, plain text etc
- .... list will be as per project
Check the team members you have and level of expertise. This will help to plan you work distribution and estimate time for each component
Add adequate amount of buffer for unforeseen; here experience comes to picture
There could be some dependencies on external teams, vendors etc. keep all into account

Finally note down and sum them up you work hours/day and give some start date and end date accordingly
