Firing u takes a lot of effort on the government part, thus they don't fire you. As they well know that they will require to do a lot of paperwork to fire someone as well as recruit someone to fill that post

No skill development, u become a jack of all trades master of none. The appraisals, increments and promotions are not performance based.

Lack of recognition of performance. Genuine competency is ignored whereas the favourism gets rewarded. The genuine public purpose is ignored and the personal fancies as well as irrelevant activities are given importance.
