Work-At-Height Safety Specialist

1. Work-at-Height Risk Assessment

• Conduct comprehensive hazard identification and risk assessments (HIRA) for all elevated work areas such as chimneys, HRSGs, ESPs, stacks, and turbine buildings.
• Evaluate structural integrity of access platforms, scaffolds, ladders, and walkways.
• Identify fragile surfaces, unguarded edges, and fall risks from temporary structures.
  

2. Fall Protection Planning

• Prepare and implement site-specific Fall Protection Plans (FPPs) in accordance with local laws (e.g., OSHA, IS 3521, ISO 45001).
• Define control measures (e.g., guardrails, safety nets, full-body harnesses, fall arrest systems).
• Determine and mark safe anchorage points, lifeline systems, and rescue routes.
  

3. Compliance with Standards and Regulations

• Ensure compliance with:
  
• OSHA 29 CFR 1926 Subpart M (Fall Protection)
• ANSI/ASSP Z359 Fall Protection Code
• Indian Factories Act / National Building Code (if applicable)
• Company and client-specific HSE guidelines
  

4. Training and Competency Development

• Train workers, engineers, and supervisors on:
  
• Proper use of fall protection systems and PPE
• Safe climbing and descending techniques
• Emergency procedures and rescue awareness
  
• Maintain a register of trained and competent WAH personnel.
  

5. Site Supervision and Safety Monitoring

• Monitor all ongoing WAH activities, including:
  
• Scaffolding erection/dismantling
• Structural assembly/inspection
• Installation of heavy equipment at height
  
• Ensure proper tagging systems (Green/Yellow/Red) are in place for elevated work zones.
  

6. Equipment Inspection and Management

• Verify all fall protection equipment is:
  
• Certified, undamaged, and within expiry dates
• Properly stored and logged in equipment registers
  
• Ensure regular inspection, maintenance, and tagging of harnesses, connectors, SRLs, and anchor points.
  

7. Incident Prevention and Emergency Preparedness

• Prepare WAH rescue plans for potential fall incidents from chimneys, towers, or scaffolds.
• Coordinate with the rescue team for mock drills and real-time emergency readiness.
• Investigate near misses and falls, and implement corrective actions.
  

8. Coordination with Other Disciplines

• Work with civil, mechanical, and scaffold teams to ensure WAH safety is integrated into daily work planning.
• Participate in Permit-to-Work (PTW) systems for high-risk WAH activities.
• Advise during method statement reviews and pre-job safety briefings.
  

9. Reporting and Documentation

• Maintain:
  
• Fall hazard assessment logs
• PPE issuance records
• Daily and weekly inspection reports
• Incident and near-miss investigation reports
  
• Provide management with periodic updates on WAH compliance and performance.
  

10. Promotion of Safety Culture

• Conduct regular toolbox talks, safety stand-downs, and awareness campaigns focusing on WAH risks.
• Encourage worker feedback and reporting of unsafe practices.
• Promote a zero fall incident” mindset across the site.
