We are seeking a seasoned PPP Expert with proven experience in structuring and implementing infrastructure projects through Public-Private Partnership models. The ideal candidate will bring a deep understanding of PPP frameworks, project development, risk allocation, and financial structuring. Experience working with government bodies, multilateral institutions, and private sector developers is essential.
Key Responsibilities
Project Structuring
- Identify viable PPP opportunities across key infrastructure sectors (e.g., logistics, industrial parks, food parks, urban infra, health, education).
- Lead the development of project concepts, feasibility studies, DPRs, financial models, and structuring options.
- Review/prepare bid documents such as RFQs, RFPs, and draft concession agreements.
Policy & Framework Development
- Support development and refinement of state-level PPP policies, sectoral guidelines, and model documents.
- Recommend frameworks for land monetization, viability gap funding (VGF), blended finance, and innovative PPP models (e.g., Hybrid Annuity, Swiss Challenge).
- Assist in aligning state/sectoral PPP approaches with national policies and institutional financing norms.
Stakeholder Engagement & Coordination
- Coordinate with line departments, infrastructure agencies, consultants, and investors to drive project preparation and implementation.
- Engage with central ministries (DEA, DPIIT, MoRTH, MoFPI), multilateral agencies (ADB, World Bank), and funding institutions (NABARD, NIIF).
- Facilitate B2G and G2G dialogues, roadshows, and investor consultations to promote PPP pipelines.
Capacity Building & Knowledge Support
- Organize training sessions, stakeholder workshops, and internal knowledge dissemination on PPP processes and tools.
- Develop toolkits, standard operating procedures (SOPs), and case studies based on best practices.
- Maintain a repository of ongoing projects, policy benchmarks, and global innovations in PPP.
Qualifications & Skills
- Master's degree in Public Policy, Infrastructure, Economics, Finance, Urban Planning, or a related field.
- Minimum 5-8 years of relevant experience in PPP structuring, transaction advisory, or infrastructure development.
- Strong understanding of legal, financial, and regulatory aspects of PPPs across sectors.
- Experience with DPR preparation, bid process management, and risk-sharing frameworks.
- Excellent communication, stakeholder engagement, and project management skills.
Preferred Experience
- Prior work with state PPP cells, central PPP units (DEA, NITI Aayog), or multilateral/consulting agencies.
- Exposure to sector-specific PPP models (e.g., health infra, logistics parks, urban services, food/agri infra).
- Experience in drafting model concession agreements or advising on large infrastructure tenders.
